for some reason everytime i try make an account it wont let me and the same pop-ups keep coming up. And im also new to this website so im not sure why it wont let me

what are the popups you keep seeing? maybe i will be able to tell you why you cant.

this is usually seen when one uses guests accounts meaning your ip has been logged for registration the max amount of times in a day

there might me other meanings but i’m unaware of those

but this is the first time ive ever tried to make an teen chat account, i think its not working because maybe someone in the past with my ip got banned and now it wont let me make an account with the same ip?

Were you unbanned after your IP was banned?

It's a whole different reason when trying to join when the IP has been banned. If the router you use is one IP and is shared amongst large groups of people it is possible that multiple people have register / joined & its now on a cool down for the remaining period of the day. If I'm correct it has been at least 24 hours so you should be able to join.
