It keeps telling me I've reached max registrations and I have to wait, but I've never had a previous account.

if this still doesn’t work, if possible, try registering from a different device or switch to a different Wi-Fi network (like mobile data)
 
This is when your ip has been banned. which happens cuz there maybe a pedo who had used your ip. It's recommended to use Wi-Fi to avoid this issue, public ips are known to bans. Also, if you're using data, like the above user recommended, clear the cache, turn airplane mode off and on, this should resolve your issue.

Like I said, you reached your max kick level.
For every offence you make, kick timings increment if the reasoning is same. Until you reach the max limit. Once reached you're getting the ban hammer.
