Not allowing to buy vip

Everytime I try to buy vip, it says payment declined. I have money on my card and have typed the correct card information in multiple times. could this be a glitch? I think that this is a site glitch. I've bought vip for my friends before and I don't understand why it wouldn't be working now. I know VIP was down for quite some time, is it still glitching? I have literally typed my information in multiple times and I know it's correct because I just copy and pasted it from the card website.
